Why are you acting this way?

S. V. Lavrov: I Think that all statements must be equipped with the evidence base. For example, in the case of accusations against Russia in the organization of hacker attacks against the Democratic party of the United States, we have not been provided any information that would confirm such accusations. We asked to see the facts. We insisted on the investigation concerning the attack on 19 September on the convoy with humanitarian aid in Aleppo. As stated by my friend and recently colleague the Minister of foreign Affairs of great Britain B. Johnson, is influenced by considerations of a purely political nature.

Q: But he accuses Russia of strikes on the convoy.

S. V. Lavrov: This is the usual arrogant statements. B. Johnson the man is very diverse. As You know, when he held the position of mayor of London, he was a very good friend of Russia and known for his participation in Russian festivals in London. Now, I think he's ready to play the role of the internationally-acclaimed Prosecutor from the Hague, especially in light of the decision of our British colleagues to make the slogan "Yes you may" PostScript "and you're not." The epitome of this approach was the withdrawal of British forces from the jurisdiction of the European Convention for the protection of human rights. There must be clarity in these matters.

We are open to discuss such issues. We never refuse contact. We want to discuss current topics and seek to achieve truth, and not just to throw at each other accusations without any grounds.

S. V. Lavrov: We could discuss the topic of war crimes in the appropriate format. For this, there are certain internationally recognised procedures and to better utilize such tools, not the media. Unfortunately, a number of my colleagues just want to "light up" with such statements.

as for the demands to cease hostilities in Aleppo, when in August and September, the men "Dzhabhat EN-Nusra" and the affiliated in Eastern Aleppo forces have taken a categorical position and blocked the delivery of humanitarian aid on the road "Castello" (which, incidentally, was subjected to strong bombardment yesterday), saying that will attack any humanitarian convoy, following on the road, "Costello", nobody moved, nobody bothered.

However, the key problem lies in the complete inability of the US and member-led coalition to carry out the disengagement of the forces of moderation and "Dzhabhat EN-Nusra." According to Russian-American agreements, it is a priority. American colleagues, including CIA Director George.Brennan, in February of this year, promised that they need only two weeks for the disengagement of the moderate forces willing to cooperate with the coalition, "Dzhabhat an-Nusra". They never did. Now we have the impression that the US and others really want to keep the "Dzhabhat EN-Nusra" in case they have to use plan "B".

S. V. Lavrov: of Course.

Q: What can You tell us civilians who only ask to save them from the bombing? It is a war crime.

S. V. Lavrov: As I said, it is necessary to investigate war crimes.

Q: What can You say to such people as the family of this boy?

S. V. Lavrov: This is a tragedy, a real tragedy. They should insist that the moderate opposition, which wants to protect them, separated from the "Dzhabhat EN-Nusra."

Q: let me ask you this. You talked about the agreement of Russia and the USA to ensure the cease-fire. The deal was thwarted in less than a week. As far as we know, according to people who saw the documents with my own eyes that you were planning to introduce a ceasefire at least for a week and to be engaged with the office of the opposition from terrorists. But the ceasefire was broken before the expiration of the term.

S. V. Lavrov: During the meeting of Russian President Vladimir Putin and U.S. President Barack Obama in China on 6 September we insisted that until the announcement of the ceasefire, the United States must fulfill its longstanding commitment to the separation of the moderate opposition and "Dzhabhat EN-Nusra." In the end, we agreed with the approach of the Americans to impose a ceasefire for seven days, during which the US was to complete the separation.

Question: I understand that the division was to occur after the introduction of the regime. How can you divide these groups without ceasefire?

S. V. Lavrov: One second. We imposed a ceasefire. But after just three days after the beginning of this seven day period the American coalition bombed a Syrian base at Deir ezzor. They said that it was a mistake. But I have read the statement of the official representative of us Central command, Colonel John.Thomas, who said that this "mistake" was preparing for two days on the basis of very accurate intelligence. I don't think you can so easily work around this situation, because right after this "incorrect" impact of ISIS passed to the offensive on Deir-ez-Zor.

the Question: are You suggesting that the US somehow interested in pandering to Islamic terrorists?

S. V. Lavrov: I don't know.

Q: Mr. Minister...

Sergey Lavrov: "al-Qaeda" appeared in the result of the Americans support the Mujahideen in Afghanistan. You still believe that there can be a political solution to resolve the situation in Syria? S. V. Lavrov: I didn't say that. We invited them, I want to meet them. They try to fill themselves and refuse to meet with us, while Assad will not leave his post, which is completely contrary to UN security Council resolution. But countries that can have a direct impact in the conflict zone, including, of course, Russia and the United States, as well as three or four countries from the middle East must occur in this narrow format to discuss all business-like, and not in the spirit of discussions at the UN General Assembly.

Q: When You plan a meeting?

S. V. Lavrov: the Meeting is scheduled for the coming Saturday.

Lavrov: Yes, it's news, which I hope will not remain just a story and launch a serious dialogue based on the principles of the agreement between Russia and the United States, many of which were approved, but, unfortunately, did not take place. When we tried again to declare a ceasefire, it was agreed that the withdrawal of weapons is part of the deal. Three days of silence humanitarian goods had to pass through the road "Castello". But the coalition said that they do not believe that the opposition will take technique. So we realized that they do not have a major impact on the opposition. That is why the participation of regional representatives is very important. I think it would be more productive than talks with the United States.

Q: Who do You mean by regional representatives?

S. V. Lavrov: Some countries that You know.

Q: Iran, Saudi Arabia, Turkey...

S. V. Lavrov: Turkey, Saudi Arabia, perhaps Qatar.

Q: Before we move on to discuss the hacking scandal with the participation of Russia and the United States, which also provoked a crisis, I want to ask you one more question on Syria. You said you want to negotiate. Then what are your war aims? All believe that there is no military solution to the conflict. But it seems that Russia is looking for its military solution, at least, wants to take over Aleppo, so he left al-Assad in recent days, the Obama administration. Because Americans believe. This is your plan?

S. V. Lavrov: No. If we talk about Aleppo, we had a strong support to the initiative of the special envoy of the UN Secretary General for Syria, Staffan de Mistura. He offered to give the possibility of "Dzhabhat EN Nusra" to leave Eastern Aleppo with weapons, and, as he said, with dignity, despite UN security Council resolutions and prohibitions against transactions with terrorists. We supported the initiative of Staffan de Mistura to give the "Dzhabhat EN Nusra" to go along with the moderate opposition, who also want to leave the area. And the moderate opposition, which will remain in Aleppo, would be asked to sign an agreement with the government about the ceasefire. All of this was actually in the draft resolution, which we sent to a vote in the UN security Council immediately after lock very one-sided French document. The Russian draft resolution supporting the proposal Staffan de Mistura, was rejected by all Western representatives of some non-Western members of the UN Security Council.

nonetheless, we remain confident that the plan of de Mistura S. should be given a chance. We are currently working on its promotion with people "on the ground". I hope that there will soon be developments in this matter. Not dividing the terrorists and driving them... Let's send them in Idlib, the capital of "Dzhabhat EN-Nusra." It will be easier for all of us joint forces is to deal with these groups. Otherwise, I don't think we can expect from the Syrian army to cease fighting "Jabhat EN-Nusra", which is covered by the civilian population as a shield. Q: That's Your opinion. According to the UN, in Aleppo, there are only about 900 people of "Jabhat EN-Nusra" and 275 thousand civilians, including women and children. I think the only question is whether you want to go down the wrong road on the wrong side of history? If you want to support atrocities against the civilian population? Is this something that can again make Russia great, to strengthen its position in the middle East? To build a base there on the corpses of children and women?

S. V. Lavrov: these are 250 thousand civilian that You bake, I think that if it helps to throw a couple of thousands of terrorists from the city and save a quarter million lives, they agree. And that is why we must promote the plan of Staffan de Mistura.

by the Way, just two days ago, "Dzhabhat EN-Nusra" made a deal with "Ahrar al-sham" — a group not included in the UN list of terrorists (which we think should reconsider, as well as the status of a couple of dozen other organisations, which the US considers a moderate). They are – and this cannot be allowed – join forces with the "Dzhabhat EN-Nusra" in Aleppo and in many other areas of Syria. When the UN security Council took the decision on the settlement of the Syrian crisis, were considered some of the ways in which the international community can act, and one of them was the fight against terrorism. Other areas include the cessation of hostilities, humanitarian issues and the political process. Each of these directions should be worked out on the merits. According to UN security Council resolution, there should be no preconditions. As for what side of history we will be questions about whether the great country of Russia or a rogue state, with all due respect, centuries of tradition, our Anglo-Saxon friends are going to decide what a country is worthy, and what is an outcast. They know that in the present circumstances when the world is indeed becoming multipolar, they lose the ability to judge others. This is a philosophical question, and we treat it patiently. But for them it is painful, unfortunately.

In politics, we prefer to focus not on the hysterical shouting and Russophobic rhetoric, we prefer a business approach: if we want to save lives, our actions should be pragmatic and specific.

Q: Okay, let's move on to the intervention in a different sense. As You know, the United States officially declared that they are absolutely sure that Russia is behind hacking of correspondence of the Democratic party and intervene in the democratic process. Today, the United States promised a proportional response. Does that bother you?

S. V. Lavrov: Well, of course, flattering to get such attention, being a regional power, which is sometimes referred to us President Barack Obama. Everyone in the US believes that Russia holds presidential debate in the United States. As I said, it's flattering, but it is absolutely not supported by any facts. We have not seen any evidence.

We comply with their obligations and will continue to do them. As for the other agreements, for example, on cooperation between Russia and the United States in nuclear power, I explained to the Secretary of state Dzh.Kerry for a very long time, two and a half years ago, shortly after the Ukrainian crisis. The U.S. Department of energy sent an official note of the Russian Federation, which stated that in connection with the circumstances of Washington suspends all cooperation under these agreements. Two years have passed, and they still don't want to cooperate. This is despite the fact that George.Kerry assured me that it was a stupid move and that our cooperation in nuclear energy and nuclear safety should not suffer. But, apparently, nobody did anything. So it should be taken simply as a description of the current situation, not our intention to withdraw from some important agreements.

Q: I want to address a topic that may seem today almost forgotten – cultural harmony between Russia and the United States.

S. V. Lavrov: I very much regret what is happening now in Russian-American relations. I'm sure we have much in common with the American people. At the level of ordinary people, as a rule, there is always understanding. Politicians have their purpose.

But I can only again emphasize that we are not started this very unhealthy stage in our relationship. It began long before the events in Ukraine and in Syria. I had the opportunity recently to address this issue. Let's not forget about the "Magnitsky act", the reaction of Washington on the scandal with Snowden, who was in Russia. President Obama even canceled a visit to Moscow, because we are not extradited, Edward Snowden. They somehow believe that we really are involved in his arrival in Russia and his alleged recruitment of our intelligence services. It's funny because Edward Snowden flew to Russia and Latin America. As soon as he flew out of Hong Kong, was stripped of his us passport. We have received official notification that his passport is invalid, and were not allowed to admit him for a single flight. We could not even allow him to enter the territory of Russia. He was forced to stay at the airport and sent a request for political asylum or refugee status. We he is granted asylum. But this case has caused such a nervous reaction. As I said, President Obama even canceled his visit to Russia.

So the offense in politics, the failure to give a comparable answer, unfortunately, often lead to large errors.
