Roskomnadzor has received the decision of the Tagansky district court about the Telegram lock and started the procedure for limiting access to Internet services on the territory of Russia. This was reported by the press service of the Ministry.

let's Remind, on Friday, 13 April 2018, the Tagansky district court of Moscow ruled to satisfy the requirement of Roskomnadzor to block access to Telegram in Russia. The service will be blocked until the administration of the messenger does not fulfill the requirements of the FSB on the results of decryption keys the correspondence of the users.
Pavel Durov responded to the court's decision with the news that Telegram is scheduled to launch built-in methods to bypass locks which don't require action from users.
April 6, Roskomnadzor filed a statement of claim in the Tagansky district court of Moscow on the limitation of access to information resources of Telegram Messenger Limited Liability Partnership in connection with the failure of the team to give the FSB the key to decrypt the correspondence of the users. According to the Russian law, it is a dereliction of duty of the organizer of information dissemination.
on 20 March 2018 the Supreme court of Russia rejected the claim of the Telegram and recognized the validity of the orders of the FSB on the results of the decryption keys. In this regard, Roskomnadzor sent a Telegram notice of the necessity of the duties of the organizer of information dissemination. To avoid blocking, the command Telegram was to give the necessary FSB within 15 days of receipt of this notice. This period expired on 4 April.
Pavel Durov in response to the notification of Roscomnadzor said in his Twitter account about the refusal of the FSB key: "Threats to block the Telegram, if we don't give private user data will remain fruitless. The Telegram will continue to defend freedom and privacy".
16 Oct the World's Meshchansky district court of Moscow has fined Telegram to 800 thousand rubles for refusing to give the FSB the information needed to decode messages in the messenger. The FSB requested the keys for decoding on the six numbers of mobile phones in the Telegram. On 12 December, a Moscow court dismissed the appeal of the Telegram left the decision on the penalty in force.
the Telegram appealed to the UN to support the messenger on the situation in Russia and to encourage the government of Russia to "refrain from expansion of arbitrary interference in the right of citizens to freedom of expression, privacy and anonymity, including online."
