Experts believe that this will lead to the closure of almost all small providers and will end the monopolization of the market. As explained Smolnikov, this equals to 7-8 thousands of concurrent clients. But for the average provider with 80-100 thousands of customers the cost of storage traffic will reach 300 million rubles. For small providers is a huge amount. In addition to the "MFI-Soft", a commercial offer can send and several other companies connected with the FSB. However Stolnikov believes that the price will not be reduced, since the necessary equipment is really worth that much. – I used to think that it will not pull operators who have less than 30-40 thousand users, says Stolnikov. But now it has become clear that all operators, except for a few major, no chance to survive. Some operators, as far as I know, have already started to look for someone to sell its subscriber base. To find a way out of this situation, all service providers have until 1 October – the day shall come into force norms of the "law of Spring" relative to the storage traffic. Mobile operators will start to store traffic to subscribers since July 1. The head of the election headquarters of Navalny, an IT specialist Leonid Volkov described what to expect in the near future all providers. First, to those who have not installed the necessary equipment will come from Roskomnadzor, impose fines and threatened withdrawal of the license. Then the providers will come from "Rostelecom", a company with mainly state participation, and offer to buy the network, subscriber database and the equipment for a pittance.
