Formation of anti-corruption environment TSU was discussed at the Academic Council
25 June 2018 meeting of the Academic Council of the TSU under the chairmanship of the rector V. N. Falkova.
Advisor to the rector of O. A. Zagvyazinsky said that in 2013 the TSU purposeful and fruitful work on forming the anti-corruption environment.
TSU studying international and Russian experience. Representatives of the University participate in conferences and forums on issues of anticorruption and well aware that the cure of disease such as the corruption there. TSU and other universities of Russia can not guarantee the complete victory over corruption. But we can actively do this - to create a University environment that supports anti-corruption standards of conduct.
In its report, Olga has focused on the concept of "corruption" in education and work experience in this direction. "Corruption in the education sector is the systematic use of official position for personal gain, which has a significant impact on the availability and quality of educational goods and services and, as a result, the availability, quality or equity in education".
Corruption is always the use of official position, status of position for material benefits or benefits of a tangible or intangible nature. The existence of corruption in educational institutions, on the one hand, causes discrimination, when the rights to receive education with other forms of beliefs about the acceptability of corrupt practices.
Why it is important to create anti-corruption environment?

Advisor to the rector announced that the Public chamber of the Russian Federation, for example, allocates 18 corruption trends in the education system and stopped at the most basic:
the risks associated with the possible bribery (a reward for a test, exam, coursework, final work; affixing manufacturing practice);
the risks associated with copyright (selling other people's theses and dissertations; design of educational and methodical works for a fee);
the lobbying interests of particular students, teachers, workers,
broad powers of certain officers, etc.
O. A. Zagvyazinsky recalled that the Ministry of education and science of the Russian Federation quarterly invites us to imagine the monitoring of the implementation of anti-corruption legislation, no one has yet canceled a Ministerial order, requiring to immediately inform the Ministry about each well-known fact that the initiation of proceedings or prosecution for corruption of employees. Therefore, all our joint work directed to such facts, the TSU was not.

Reporting to the academic Council about what has been done, Olga drew attention to the challenges facing us in the 2018-2019 school year:
to continue the formation and update of local regulations;
to use the pad of the structural units to clarify the legislation and emerging issues;
systematically to assess corruption risks, identifying and resolving conflicts of interest;
to improve the internal control and audit;
active use of the pedagogical potential of the University to hold explanatory meetings within the framework of educational programmes with students, starting with the 1st course;
on a systematic basis to conduct verification of the facts reported in the framework of the prevention of corruption, in the section of the portal TSU "Stoptorture".
-to continue the legal education of employees, especially newly hired; further implementation of the standards of conduct, for example by adaptation of the sessions, regulation of anti-corruption provisions of their job descriptions and employment contracts;
to continue to cooperate with law enforcement authorities in combating corruption;
to be educators in this work at the level of the city and our region.
