Company "Transneft" has completed several major projects for the extension of the system of trunk pipelines (OTP). This not only gave the opportunity to increase the supply in important areas, but also to plan the reception in the pipeline system of additional volumes of fuel.
NORTH, SOUTH, AND MOSCOW
By the end of 2018, the company sold three major oil products pipeline project: "South", "North-25" and "Increased supplies of light petroleum products in the Moscow region".
"North-25" increased the performance of the pipeline system up to 25 million tons per year. Reconstructed existing and built new objects from Tatarstan to the Baltic. More than a thousand kilometers of oil pipelines were converted for transfer of petroleum products. Built a new pumping station. In 2018, the volume of transportation of oil products to consumers of Moscow and Moscow region amounted to 4.2 million tons, including 2 million tonnes of jet fuel (47 percent of the total supply pipeline in this direction), 1.6 million tons of motor gasoline (38%), 0.6 million tons of diesel fuel (15 percent). Overall, the project makes it possible to supply to the Moscow region to 10.1 million tons of petroleum products a year. Most will have on jet fuel – almost 5 million tonnes, 3.6 million tonnes – gasoline and 1.6 million tons of diesel fuel.
Pipeline projects are implemented without stopping production, the volume of deliveries growing each year. If in 2015 the system was transported 32.2 million tons of oil products (which accounted for 25.8% of the total volume produced in Russia fuel), then in 2018 the system was transported already to 39.2 million tons (30 percent). According to the orders of oil companies, this year the increase will not be as significant (supplies will remain at approximately the same level of 39,3 million tons), but in 2020 it is planned to transport a total of 40.9 million tons. The main increase will go through the supply of fuel to the domestic market.

EXPORT, TRANSIT AND INTERNAL MARKET

The three major importers from the port of Primorsk are the Netherlands, UK and Germany. From the port of Novorossiysk oil products are mainly exported to Turkey, Italy and Bulgaria.
the Remaining volumes are supplied by pipeline to the countries of near and far abroad. From Russia petroleum products are in Belarus and further transit to Ukraine, Hungary and Latvia. In addition, the territory of Belarus from the system of mnpp for delivery by rail being shipped in the direction of Ukraine, Moldova and far-abroad countries. Are supplied to Kazakhstan and further to transit in the direction of Tajikistan and Kyrgyzstan. Also "Transneft" carries out shipment of the fuel on four rail loading racks. Two of them on LPDS "Sokur" and "Nikolskoe" is located in Russia, and two abroad: in NP Gomel in Belarus and lods "Petropavlovsk" in Kazakhstan.
On the domestic market fuel is shipped to a third-party oil depot to a pipeline system connected to about 40. Shipment is carried out on own 9 paragraphs tanker truck loading facilities. Three of them are located in the Moscow oblast-Volodarskaya lods, solnechnogorskaya and "sermon". The others – in Leningrad (LPDS "Neva"), Voronezh (LPDS "Voronezh"), Belgorod (LPDS "Belgorod"), Tambov (lods "Nikolskoye) and Bryansk (LPDS "Bryansk") regions, and in Bashkortostan (LPDS "Cherkassy"). Commodity-commercial transactions between the dealer and the receiving sides are acceptance points (SRP). The composition of the PSP usually includes a system of measuring the quality and quantity of petroleum products (SIKN) accredited testing laboratory of petroleum products, operator for the operational staff of the SRP. Reception in the pipeline system is carried out using sink located in the territory of handing over the refinery, but acceptance of the operation, laboratory testing staff who give the parties shall under the supervision of specialists of "Transneft". Upon delivery of petroleum products in ports, tank farms and loading facilities the main power of the PSP, laboratory and sink located on the territory of the departments of the company.
the Sampling of petroleum products for analysis of their quality is performed systematically at all stages of fuel movement from the manufacturer to the consumer: while receiving, storage, pumping, delivery and shipment. Every 1-2 hours to confirm the quality of oil depending on the performance selected "running" sample. Samples are taken manually as commercial operators or automatically. In the second case the sample consists of spot samples, the volume of which from 1 to 10 cubic centimeters. The minimum number of spot samples – not less than 300.
depending on the type of product, each sample can be analyzed based on various criteria: clarity and opacity, sulfur content, knock resistance, low-temperature parameters, fractional composition, thermostatic settings, the presence of oxygenates. Special attention is paid to checking the quality of diesel in the presence of abrasive particles in the size 4, 6, and 14 micrometers, and particles of iron.
the Analysis of petroleum products produced at all stages of their movement from the manufacturer to the consumer. One testing laboratory analyzes more than the average of 40 samples per day, depending on the kind of analysis may range from 150 to 240 indices. The number of tests is constantly increasing, which suggests a more rigid approach to quality control. For example, in 2017 for the analysis was sent to 420 840 samples, and in 2018 already 609 456 samples.

One of the major projects of modernization and comprehensive reconstruction of the railway loading point at Sokur lods near Novosibirsk. This is an important link in the chain of supply to the consumers of the Siberian Federal district and the Northern territories. For example, for 2018 there was shipped about 1.1 million tons of gasoline and diesel fuel. Soon to be constructed new reservoirs and railway platform clock loading. "Gazprom Neft" is the reconstruction of the Moscow oil refinery, which will allow to increase production volumes. "Transneft" in this regard, plans to gradually increase the technical possibility of reception from the refinery motor gasoline, diesel fuel and jet fuel in the total to 7.45 million tons per year.
Another promising project – the connection to the pipe system of the fuel-filling complex Sheremetyevo airport, put into operation in LUKOIL. While the fuel for it comes by rail, but the issue of supplies to the railway trestle GPS Shilovo, where the fuel will drain into the pipeline system and transported to the airport through the pipes.
