In the last days, it seems that Moscow had made substantial progress in negotiations with Western countries — at least some progress or harbingers of progress, are visible in many areas.

19 Aug Vladimir Putin and Emmanuel macron was found in one of the residences of the President of France in Provence. Was officially announced that the heads of state discussed the situation in Syria and Lebanon and the Iranian nuclear deal, a meeting in the "Normandy format" and fires in Siberia. After macron told reporters, too, that between France and Russia there has been progress on political and economic issues. On his page on Facebook he wrote in Russian, that Russia is "deeply European country".

a few days later, on August 21, CNN, citing a source reported that Emmanuel macron called Donald Trump and asked to invite Russia to the summit of G7 in 2020. Officially this information is not confirmed — the trump has previously supported the return of Russia in the G8. Later, Reuters, citing French diplomatic source said that the return of Russia in the G8 depends on the development of the situation in Ukraine.

at the same time on the official level, the leaders of "Seven" (except trump) say that Russia's return to the organization to discuss yet.

So, Emmanuel macron clarified his position and stated that it would be a strategic mistake to return to the old format, not allowing the crisis in Ukraine. He also said that the invitation to Russia without any conditions can be interpreted as a sign of weakness of G7. However, in the future, he made the country's return to international club.

Prime Minister Boris Johnson believes that the decision on the resumption of G8 format is still pending, given the "provocation" in Salisbury, Ukraine and elsewhere. "As for Russia and the G7. I know that some steps are being taken for the return of Russia," said Johnson at a joint press conference with German Chancellor Angela Merkel in Berlin. "Considering what happened in Salisbury, given the use of chemical weapons on British territory, given the continuing instability, civil war, war in Ukraine, given the Russian provocations in many other parts of the world, I think that it is too early to speak about return of Russia in the G7", — said the British Prime Minister and added that his opinion coincides with the position taken by Merkel.

the Official representative of the government of Germany Steffen Seibert said that the question of the revival of "Eight" can be discussed, but so far there are no prerequisites. He recalled that from the G8, Russia was excluded after the events of 2014 — because of the war in the Donbass and the Crimea. "Both situations are saved," stated Seibert. According to him, to negotiate a more active involvement of Moscow in the "Big seven" is only possible when this will change.

On the conditions for the reconstitution of the group spoke even the President of Ukraine Volodymyr Zelensky. "The return of the occupied Crimea, the cessation of hostilities in the Donbass and the liberation of more than 100 political and Ukrainian sailors, which holds the Kremlin, will become a serious signal to the world that Russia is ready to take its place on the agenda of high diplomacy," he wrote.

At the same time, apparently, Moscow is preparing for the transfer to Ukraine of detainees and prisoners of Ukrainians.

August 20, after the talks between Putin and Macron, it became known about the transfer of five convicted in Russia of Ukrainians in Moscow SIZO "Lefortovo" (right now it is in the structure of the Federal penitentiary service, but previously subordinate to the FSB and, in fact, is still on "special situation"). That they are in this jail, testified to the fact of making there gear from the relatives of Vladimir Baloga, Paul Mushroom, Mykola Karpiuk, Stanislaus Cliche and Alexander Kolchenko.

"In relation to transferred to Moscow five convicts the question of issuing them to Ukraine to serve the sentence ordered by the courts in the Russian Federation", — said a well-informed source of "Interfax" on August 21. Of the impending transfer to Ukraine of detainees and convicted citizens of this country, including 24 sailors also reported, citing its sources the newspaper "Kommersant". On Wednesday in "Lefortovo" was accepted in transfer for another three Ukrainians — Roman Sushchenko, Alexei Sisonovich and Evgeny Panov.
